Resolution issue?

So I have a potato laptop which I game on a lot, at 800x600 unfortunately, when I play on the built in screen (Which is 1366x768) It fits the whole screen no matter what. But I Have a setup which I cannot use because when I play most 800x600 games they look like the picture, as an example, one or 2 games when I play at 720p the tv switches to 720p (if the game is 720p) and the whole thing fits, a few outher games which I will put below in a second change to whatever resolution, 720,800x600 640x480 whatever, how do I make all games do this? Because if I manually switch to 800x600 the tv sets it back to 1080p. 

I really, really want to play csgo, life is strange, rocket league ect, but I cant unless I take my laptop out which I dont like doing.

If you mean the program, then I tried black ops 2 and nothing happened?

Yes, I have done that but it sets itself back to 1080p.
