as long as you reassemble it in pretty much the exact same way and didnt damage anything, it should be fine.

Sometimes you are able to discharge capacitors but just be careful. You took it apart fine, just work in reverse

It's safe. Most PSUs auto-drain capacitors once they are turned off. Just be careful.

I think so. Have the wire as close as possible to the fan header where you need to plug it in.

the arrows you shown show fan blade spin direction, and airlfow direction.

depending on your preferred airflow setup, place your fans in the right direction. (generally, with the label side pointing the direction of airflow)

EDIT: most modern psus have the fan as an intake, btw.

While sticker down is the correct answer, it doesnt necessarily teach him why. Like someone else pointed out, the arrows indicate direction of airflow and spin direction. The arrow that denotes airflow should be facing into the power supply. The fan is supposed to cool it, so it has to be set to intake.
