I just built a new PC and when I try to install Steam it installs fine but then when I try to launch it it gives me the popup and says steam is updating like usual but the text and progress bar flicker and the progress will sometimes backtrack and then start again. After a few minutes I get the error message that says "Steam needs to be online to update." I know it is not my network because I am able to install other programs and I have tried uninstalling and reinstalling Steam several times. Any suggestions?

Maybe your parents blocked steam behind your back. Some sort of firewall is in place. It basically means the steam application can not reach valve servers. In that case you have to disable whatever is blocking steam.

It's not something on the WiFi because I can access Steam form other computers.

In that case. It's something on your PC that is blocking steam. If all else fails use a vpn for the time being.

I'm downloading Windows 10 now (the Get Windows 10 icon just showed up in Windows 7) and Im gonna do a clean install so hopefully that will fix the problem
