both work, just becareful with the cloth you use, if you use toilet paper, make sure to clean all the bits left, and be thourough when removing the thermal paste

any alcohol should do the job just make sure it doesn't stay in there

It is ok to be 70% just make sure that you do a through job in cleaning it and don't spill any isopropyl alcohol on the motherboard. I would wait maybe a minute or so before putting new thermal compound to make sure that dries up thoroughly or just use a lint free cloth to wipe it dry.
