Currenty have the g.skill rj 2x4gb 2133 cl9 the one ending with xm in model name, i plan to add the same model but the 2x8gb sticks. Would they work and populate the 4 slots?

Which specific RipJaws (X?) memory kits are you using and buying?

According to G.Skill, they have a wide variety of RipJaaws memory with the model number ending in "XM."

Yes, you may mix the two memory kits together, but you may need to play around with the memory timings and voltage, so that they will operate in harmony together.

(I am mixing a DDR3-2133 and DDR3-1866 RipJawsX kit in my AMD system...and two different Corsair Vengeance kits in my Intel system)
