So I want a good program for looking at my pictures, since the default windows one isn't doing all that i need. So basically what i want is something where i can open a folder of pictures in one window, with the ability of stretching them out to fullscreen if they aren't that big, and i need to be able to switch to other tabs without ir closing or anything. The one features missing from the default windows 10 app is that it won't automatically expand the images. The slideshow program does this, but I can't switch to other tabs.

Are you using the new windows 10 crap? Windows Photo Viewer from windows 7 is still there, and for me that works fine. Just right click on the image, "open with", choose defualt program, and select Windows Photo Viewer

But that doesn't fix my problems. Either i just have it windowed and it doesn't stretch, or it goes to slideshow which doesn't meet the third problem, and was off centered.
