If the liquid wasn't water, then yes, it's possible. If it's pure water, then it may just feel a bit moist and give the false sense of stickiness.

i think its that thing that you wipe babies with , so i dont think its just pure water

How did they wipe it? Just on the keys?

Yeah it's possible.

 

Try letting your keycaps sit in isopropyl alcohol over night if it's a mechanical keyboard

i rubbed the sticky keys with alcohol but they are still a little bit sticky , what should i do next?

also , when theres light on them i can see like a stain 

It might take a while to get off if the substance is thick.

so should i like rub it with alcohol again and only touch it after it stays on for the whole night or something? or do i try water ? 

Sometimes water can get rid of things that acetone and alcohol cannot get rid of.
