Developer needs help

I'm working on an auto adjusting program for mac. Apple's computers are designed to thermal throttle. Would it increase performance, if i decreased the cpu clocks, and thereby eliminated thermal throttling? If i say decreased it by 15%

Decreasing CPU clocks when it gets too hot is thermal throttling.

The problem is that it thermal throttles too much, because it needs to cool down. I would then want it too not need to cool down in the first place. In other words. I want to obtain a more stabile result
