why on earth did you reinstall windows? the system was clearly usable and windows does sometimes use the drive to a 100% when performing updates and shit

My boot drive was at %100 all the time so I switched the drive, reinstalled Windows, and It STILL DOES IT!

 

Update: It only seems to do it for a couple minutes after bootup. Is this normal? 

normal kinda. what programs do you have running in the background. usually antiviruses and some crappy services do this.

Also, after a fresh install windows will start piling up all the updates so it will be high for a while.

Task Manager HDD usage graph is inaccurate.  It's based on unknown metrics so ignore it.  And yes it's normal after a boot.
