Time attribute Oracle ?

Hello,

 

I want to make an attribute caled "returnhr" but when I put as date and insert only the time the date will be 01-Jan-2016 with the hour I inserted.

 

Is there an hour variable? Which only takes hour/min/sec??'

 

Or for ex, if i wanna select it, can I select only the hour/min/sec from a date attribute? I tried extract but didn't work
