I was wondering what cpu i would need to stream 720 60 fps and play cs go at the same time

FX-6300 would suffice I'm sure as far as budget options go

You have tons of options, even a low end i3 would do just fine, although an i5 would handle it better

 

Do you have a budget? Mobo platform?

I currently have i5 4690k but i have some lags in game with only 200 fps and when i have 144hz it dosent feel smooth.

My budget is around 400-500 dollars

Uh. You shouldn't be having any sort of problem like that with a 4690k 

Have you enabled V-Sync so it locks at your monitor's refresh rate? That helps tremendously with smoothness

If you already have an i5-4690k and feel like it's not enough (btw it should be more than enough for that kind of usage), get an i7. As far as price/performance goes i7-4790k > i7-5820k > i7-6700k

He really shouldn't have any issues with 720p streaming on a 4590k though :P

Vsync in CS:GO causes input lag and a game like that can't have input lag ;-; at least on my 60hz monitor

I would try a i7 4790k and if possible use Nvidia shadowplay (there's an OBS option) to stream to twitch to take some load off that CPU. I feel ya on the smoothness, that's why major streams make streaming PC's so they don't have that weird streaming lag, anything under 300fps you can really start to notice the input lag/feels less smooth.

CSGO isn't really a demanding game whatsoever so maybe an FX 6300 will do the work if you want to stream as well. That's a budget option, of course.

I currently have an FX 6300 and an r9 380. I can stream on Twitch at 720p at 60 fps and get around 90 fps in CSGO

if your having trouble with a 970 and an i5 then check your upload speed.. you shouldnt be having stutters in csgo with that.
