Help! Complete PC Build From Scratch <£750 Preferably

OK guys so firstly this is a big ask I know but it would be amazing if you could help me out. I'm looking for a completely new PC from absolute scratch a part from a quadro 4000 (I know wierd gpu to have laying about as the only spare part) but aside from that I don't even have a monitor so please add a recommendation. I would like to be able to run games like COD, Skyrim & GTa V 1080p@60 near to max save for the really draining settings I would like to be ABLE to run new AAA games (near to high settings) my PREFERENCES (in no particular order) for this PC are:

 

[before all this, performance for the £ prioritised]

100-200 Mbp/s internet

Low power consumption

Small form factor (if this hinders performance then no thanks)

<£750 (the lower the better)

To have this PC for a while say 3 years (if I can no longer play the latest AAA titles when I'm near upgrading in 3 years time that's not an issue)

DDR4 (would be nice but unless the cpu is crap this is almost negligible)

For this to run cool

5 USBs 2-3 of which would be 3.0

Shhhh! I don't want a jet engine I will MOSTLY be wearing headphones either a table or 2-3 meters between the PC but I am living with people (so not torture dungeon level noise please).

 

I have no interest in:

High spec motherboard

SSD [yet]

Optical drive

High end case

Astetics of the build.

Thanks a nontillion if you put a build together I would be so grateful I could run out onto the street and sing to a lamppost ;D

This is what I have at the moment: I've tried to get you an R9 390 but I think if you want a good motherboard/ case it will have to be a R9 380, I have no idea about the PSU, i'll let someone else handle that:

It's a tad overpriced but very good, you could change the GPU to the 380 instead and get a SSD, or cheap out on the monitor.

Thanks a million mate what should that run witcher/battlefront etc. at?

I don't have the games but i'm sure a basic youtube benchmark could tell, at a guess, both would be stable at 60 FPS ultra, don't know how taxing Battlefront is though, sorry!
