i have a 2 disk in my pc with very low space the disk that had more space i moved my steam files from that disk to the one that had less space but enought for my steam files when i was moving the files i turned out that i had some of those same files on the other disk so i replaced them after that i noticed that the second disk the one that i moved the steam files on to had 45 less gigs of data then i when on to steam and saw that i needed an update after it updated i went in game and my pc chrashed please help and now when i go onto that disk i files that i had before i upgraded my os

You need to do 2 things. First is to add new file location to Steam Libaries. Add only parent folder where all games are. Then you need to verify cache for each game. Probably one-by-one. It may download files that are corrupted etc. but it also should find all moved files at new place.
