You have a 980ti with a 8350, the 8350 will bottleneck the 980ti.

What about a 6600k or a 4690k maybe even an i7 at that price point. I am on my phone so i won't be making any pcpatrpocker suggestions but you can search for yourself by name.

I also wouldn't get a hybrid HDD. You already have an SSD do this seems... Let's say kind of pointless to me.

What about a Scythe Mugen 4 for 10 bucks more? Better OC capabbility should be worth 10 bucks at this price point.

SSHD > HDD for additional storage, it's even cheaper than a WD Black at the same capacity (2 TB).

Well if it isn't more expensive then go for it.

Ok, if FX is a MAJOR bottleneck, then a 6600K + R9 390 will work out just fine.

The 390 is slower than 980 ti by a huge margin.

Is it useless if a WD Black at the same capacity costs $50 more?

wd black is a waste anyway, but yes. SSD part does nothing if it's used for storage.
