I'm looking for a solution that would allow me to stream live video from a program such as xslpit locally and allow views to view it in a web browser instead of something like vlc. it would be difficult to have everyone download vlc and get the stream running for each person. any ideas would be helpful i'm also not looking to spend 1000's of dollars on this.

If you don't want to do it over internet (like Twitch) due to limited bandwidth, you'll have to host your own intranet website for your friends to access and watch without having to set up anything. If you don't know/want to do that, you'll have to stream locally which means preparations must be made on every client watching, in order to grab the stream.

 

Also your LAN (supposedly over wifi) will need a router that isn't a turd to stream well enough.

 

edit: Apparently you can do it with Xsplit if the streamer (you) has a premium license. Not sure if viewers need Xsplit installed though. The guide seems to show the viewers watching in Chrome using a URL prepared by the streamer.

I did not realize that xsplit had a local streaming option i will give that a try
