Yes, as long as it was made for your model. The voltage will be the same but the battery time will be significantly increased (more mAhs dawg!).

As long as Dell says it is compatible (and you don't mind any extra bulk that may come with a higher capacity battery), go for it.

It depends on your charger. If your charger doesn't support a high enough wattage, the computer may show constant warnings and might not even charge. 

A 60-65 watt charger should do.

Higher battery cell, doesn't require more power to charge. In the sense that if you initially pick a higher cell battery from Dell when you order it, you won't have to get a higher power adapter. The laptop is designed for it.
