Depends on your definition of "best". While this is without a doubt a very powerful computer, a dual 18 core xeon would be better suited in some cases. Also, the 980 ti is actually better in some cases, since it overclocks better.

60% of the budget is on storage, and why would anyone need that much hdd space?

The Intel Core i7 5960X is the best for 1 gamer. It is the best CPU if you are doing video editing and gaming etc. The 18 core Xeon would be better for rendering and video editing.

the Xeon turbos higher then the 5960x....
