Why would you want an e7? Those are really, REALLY Data centre priced CPUs.

NAS= Network Attached Storage

 

Basically a server which has a lot of storage which you can use with other computers over your local network.

budget wise I don't mind as the rest I'm getting all up for 1500 nzd

You will NEVER use the power of the E7 Xeons, just sayin.  Throw an i3 and it still won't struggle as a file server.

what affects file transfer and upload soeads? Internet?

Storage, connections between the devices, almost never CPU.

To use an Xeon E7 or equivalent you'd have to be hosting some pretty powerful stuff. Even a Xeon E3/E5 would still be a bit far fetched for a NAS server.

 

You're either better off just buying a NAS enclosure or having an I3 or equivalent running as the main bottlenecks are the speed between the PC's (LAN) and the disk speed. The internet is only a major issue if your NAS is going externally.
