UEFI on laptops?

Why is it that pretty much all laptops still have the text based bios with the blue background, like something from the early 2000's?

 

I saw a PCper video on EVGA's new laptop, and one of the things that stood out is the fact that it has a desktop style bios, so was it due to a limitation, or manufacturers not caring?

 

Cpu: Ryzen 2700 @ 4.0Ghz | Motherboard: Hero VI x370 | Gpu: EVGA RTX 2080 | Cooler: Custom Water loop | Ram: 16GB Trident Z 3000MHz

Really good question, actually.

I thought at first that it was due to EVGA's experience with making motherboards, but asus also makes desktop motherboards with pretty advanced bios', so I don't see why they could not migrate at least some of the functionality to their laptops.
