I'm running the same cooler and I have it super stable at 4.2 Ghz, with a very slight voltage bump. I had it running at 4.5Ghz with 1.25 volts 24/7 no problem. You just have to test out different clocks with different voltages. 1.3V is the recommended max for the chip, but you might've gotten lucky with the silicon lottery. Best of luck to you!

My advise for Haswell is set your voltage to 1.25v and raise the multiplier until it crashes in Cinebench. When that happens lower the multiplier by 1 and run AIDA64 for 12 hours. When you can run AIDA64 for 12 hours lower the voltage until you can no longer run AIDA64 for 12hrs. Then raise it to the previous voltage (EDIT oops)

I would even run AIDA64 for 24hrs to ensure FULL stability. Avoid Prime95 as it can overwork your chip and fry it.

1.27 should get u 4.7 stable

Temps should be mid 60's

1.35 should be 4.8 in the low 70's

imo 4.7ghz is the sweetspot for these chips with 1.25-1.27V

4.8 is not imposible but in my experience you need way to much voltage to get 4.8ghz

 

you can't tell by temps how high you can overclock a cpu really, yes low temps are great but every chip is different.
