CPU causing stuttering? or ram?

I get stuttering on my pc after reinstalling windows. I have had stuttering every since i bought my pc and i thought it was a "Normal occourance". What could this be now? it happens 2 a day.

Stuttering. Like the screen and sound stutter.

re install drivers
