Gpu Usage drops+decreasing ?

Hey there. so ive bin having alot of issues with this one game recently. Dirt rally. specs wise my pc is up to speed and seeing this only happening in this game i assume its the game causing it. 
but i dont understand how this is even possible. what happends is: i boot the game. gpu/cpu temps and usage seem fine. i load a map and start playing. what then happends is that i over a short period of time start to lose fps, gpu usage and cpu usage. 
starting off at 145fps, both gpus at 95% usage 1440p ultra, and everything cranked. 
ending at 10fps and 10% usage on both of the gpus.

so my question: what can cause gpus to decreas usage?.. 

current signature is up to date for when this happends.

CPU overheating AND/OR GPU overheating


Possible to overheat a PSU as well. Or a Motherboard.

Reinstall drivers or turn of SLI

Reinstall drivers or turn of SLI

disabeling SLI did nothing and i have reinstalled the drivers multiply times. no differance. will try agen

Hmmmm. Try each GPU individually in each PCIe port.
