bad 500W Psu that needs replacing

I'm using this, purely to run servers -MC and TS3 at the moment, this means that it's always on and the stock cooler and fan on the PSU are always spinning, are there any fanless heatsinks that will cool this CPU successfully?

 

Also who makes the PSU's that only spin the fans when necessary?

corsair and evga have modes where the fans dont speed till 60C i think

Corsair rmi and rmx series and evga though the evga psu are a tad bit more expensive than the rmx corsair.

It's a 95 watt CPU, so you can't cool it passive if you have 100% load for extended period of time.

The CR-95 should somehow hande the CPU but you need a case with a lot of mech to improve natural convection.

Mineral oil and 40 kg aluminium heat sinks are a perfect combination: 73 cores and a Titan X, Twenty Thousand Leagues Under the Oil
