Is my CPU constantly running at max speed, or does it just look like it does?

Hi all, after a successful underclock, I notice my task manager would always look something like this:

And any program shows it running 3.92ghz.
The CPU is not running hot, it's running around 30 to 40 degrees when idle or on medium load.

 

Do those programs just make it look like the CPU is constantly running at it's maximum frequency, or is it actually running at max freq?

Use CPU-Z, not Task Manager for anything CPU related. Inb4 6ghz task manager screenshots while running idle.

Check CPU-Z instead. If Windows is set to High Performance mode, it will probably run at its nominal frequency constantly.

Doesn't that also depend on Bios settings such as C-states?

I don't like 2D games...I just couldn't get into them.. ( ͡° ͜ʖ ͡°)

It will override the C-states. I have all mine enabled and my 3570K idles at 4.2GHz due to the High Performance setting.

As far as saying that it overrides C-States, I think you should make sure of that by checking wattage being pulled from the wall, heat, and voltage.

If the C-states are in use, the CPU should be lowering in frequency. As far as voltage is concerned, that's irrelevant to me because my CPU voltage is a constant.

Kinda strange, CPU-Z and Overdrive both show the CPU running 4ghz all the time.

If it were actually doing that, wouldn't it heat up?

It will make it consume more power and run at a higher temperature, yes. Is Windows in High Performance mode?

No. It's on balanced.

I've tried setting it to power saver but it won't make a difference.

Have you disabled any of the C-states in the BIOS?

No, just did a check in the BIOS.

Looked into my OC settings, but nothing strange their either.

I'll try another operating system and see what that operating system reports.

I put some time in it again, and updating the BIOS somehow fixed the issue. It's running a lot cooler now too.
