Recently i have noticed my fan using alot of power and i began to notice my pc shutting down randomly. i was on speed fan and have set my fan 1 to 100% and in the side tap it says the fan is at 0 rpm (Not moving) and i am wondering if i am missing something or if there is a easy fix or do i need a new fan

Usually if power consumption on a fan is much higher than normal something is wrong with the windings in the motor, but it sounds like it might be a bad RPM reading possibly.

 is there a way to fix this that u know of

 

If the windings fails there is no fix but to throw it out, but check to see directly in the BIOS if it's giving a proper RPM reading if there is nothing wrong then it should be working as normal, fans almost always fails first with the bearings or things wearing out and making noise.
