Need suggestions

Good day everyone,

I'm going to build a computer for my dad. The budget is 600 dollar (has to include monitor).

I was wondering could you guys build me some suggestions on perhaps something like pc partpicker?

What does your dad do with the pc? Any gaming or rendering at all?

No gaming/ rendering. Occasinally watches a 1080p movie. No OS needed.
