Not really. You could maybe use HWMonitor and GPU-Z to see a little bit, you would want one of these.

If you have a laptop, then you most likely can as power measurement for laptops is part of the ACPI standard. standard ATX PSUs don't have anything like this built in AFAIK.

For a laptop, something like this would probably work. There are probably plenty of tools that can monitor battery discharge rate. Keep in mind this is not as accurate as a power meter.
