First, if you're going to do some base overclocking, you're going to need a better cooler than the stock one or you won't get very good results past stock

Second, 240GB is small, unless you have a small library of games. If you need more storage stick a 1TB drive in there

Everything else is fine

You're probably better off going haswell due to motherboard prices

You could save a bit going for an H170 motherboard.

 

The psu is significantly larger than needed. You might also want to consider a modular model to reduce cable clutter.

80+ ratings certify electrical efficiency. Not quality.

You can overclock Skylake processors with BCLK, so an unlocked processor is only necessary for getting the highest possible overclocks.

That is not going to get the i3 hot enough to need another cooler.
