I what to run gtx 660s in sli but all the motherboards only run 16x 8x 8x Is there any way I can run is 16x 16x

and no you can't do 16x 16x, but since the 660's aren't that powerful that shouldn't be a problem.

If it's on a gen 3 board the 8x will be running at PCI-E 2.0 16x so you won't notice a difference.

Correct, x8 PCI-e 2.0 is enough for SLI 660.
