If you're stress testing the CPU with something like Aida64 you get a CPU load of 100% all the time. I did a 10 hour stress test on my CPU so i think there is no problem for your stream if the CPU runs at 80% load for a couple of hours.

Edit: I don't even know if there is something like damaging your CPU with constant high loads of like +70%. Maybe someone who knows better can answer this

Is it bad to have ur cpu running at a 70-80% load when streaming via OBS to twitch.tv??

How long can I have the stream going before it becomes unsafe? I don't want my cpu to break...

You can't damage your CPU by running high load for long durations, assuming your temps are OK and nothing like fans quit working.  Run a stress test for a couple of hours and see what your max temps look like, and that's the worst it will ever get assuming your fans don't quit.  I say "a couple of hours" as I've haven't seen a test running longer where the temps began to increase unless some external factor changed.

You would need to run it with high voltage and temps to cause harm. CPUs are built for use. You could have it running 100% all the time for 5+ years and have no issues. What you should be asking is, why its only at 80%. One answer would be that you have i7 and rather low streaming settings.
