I've had my PC for a little more than a year, now. I've noticed some strange issues throughout the time I've had it. One issue I have is with MSI Kombustor. Whenever I run any of the tests with 8x MSAA I get stuttering. I thought it might have been that my GPU didn't have enough Vram (I had an R9 280X at the time), so I didn't mind much. After upgrading to an R9 390, I still experience the issue.  I've also noticed this micro-stuttering in many games, from Payday 2 to TF2.  I've rma'd my card and the issue still hasn't been fixed.
Another issue I have is with windows 10 (my copy is legit btw). Whenever I start my computer, my wifi icon has the error sign on it. I have to disconnect and reconnect to get wifi (not a huge issue, but annoying). This never happened before Windows 10. Another issue is that if I plug in my mic when my computer is on, it won't be detected until I restart my computer. I've found no ways to fix this. Specs:

might be cpu related

could be a bottleneck somewhere in your system or the stuttering could come from your monitor if your gpu is putting out heaps more frames that your monitor can display... limit your gpu to the monitors refresh rate and see how that goes...

i'll take a stab its your cpu bottlenecking your system, thats what happen to me when i install my 970 on my secondary pc armed with a a8 apu(7600)

I would agree with this, but why would my CPU bottleneck my GPU in non-intensive games?  I don't see why Payday 2 and TF2 would cause a bottleneck, not to mention the fact that this occurs when my CPU isn't even near 100% load.  I have a sneaking suspicion that my motherboard is the problem (because everything connects to it and different parts are having issues), but I have no idea how to prove it.  I'd rather not send it in to MicroCenter (got their warranty) and be stuck without a computer and end up with no gains.

Some games do it less than others, but all I've tested do it.

bios updated?

are you overclocked?..turn off overclock if so

Only CPU is overclocked.  It doesn't help if I turn it off.  My bios are up to date.

try reseating the card and your ram...blow out the pci-e slot to

Already done, except the blowing out part.  Didn't realize my computer was made by Nintendo.  I'll try it

ive seen it before with a dirty pci-e slot the prongs not making good contact..tho that caused freezing and weird other issues not stuttering

I don't think it's the card.  My previous card (R9 280x) started doing this not long ago, same with the R9 390 I had before I RMA'd it.

Actually, I just looked at the MSI Kombustor test again.  Sometimes it runs really well, and other times it stutters to all hell.  When it stutters, the core speed gets stuck at ~650mhz.  and refuses to go higher, despite it not thermal throttling and not being bottlenecked (cpu runs at ~1% in Kombustor).

maybe it actually is the cpu....cpu's don't go bad too often
