I need windows 8.1 pro and monitors 
5. Why are you upgrading?
I just need a upgrade from my 27 inch 2009 imac

Windows alone is going to eat a lot of your budget, and the monitors will eat even more.

I cannot find a valid reason for you needing 8.1 pro and this system won't handle 4K editing (at least 1000 dollars for that) but that's the best I can do
