Can anyone help me identify what's broken?

I'm rmaing it because it's dead but just like that, can anyone tell me what part that is? Is that a power phase?

Kind of impossible to tell based on the back of the Mobo only isn't it?
Also, repairing a dead motherboard is a little pointless as you could spend all the time in the world fixing that (if that is the problem) and then there'd be another one.

If you're sure its dead you might as well just buy a new one online. Its not worth the time trying to fix a motherboard.

and it looks like a short as it looks like there's some carbon deposits.

you can see two 8 pin PCI-E connectors, and the two mounting brackets for the cooler, and the memory chips.

It being a GPU would make it a GPU LOL. The memory on the back is a big clue, such a big raging clue.

It's a dual GPU graphics card. After a quick google search, looks like a Radeon HD 7990. You need mounting holes to mount the cooler and back plate on the PCB. ;) Looks like in this case, the back plate has been removed to expose the back side of the PCB. 

 

Looks like part of the power phase has shorted/blown. Also, the OP has said nothing about fixing this, just asked to help identify what is broken.

It's a GPU not a mobo namely as someone said above, a AMD 7990. And yes, I removed the backplate to see wtf was happening, it doesnt break the warranty as far as I know (it didnt have any screw removal warning)

 

Edit the otherside of the pcb also has a plate above it which as far as I can tell is not removable unlike the backplate
