Get the PSU. FOr video card, I suggest you save a bit more and grab a higher tier. Low range cards are NEVER good value.

You can get a r9 380 for under 200 if you look around for sales. You can also get a slightly slower gtx 960 for around the same price. Grab the 4 gb version if you can.

A 2 GB card would not be my first choice because the 4GB set you on a safer path for the next time in 1080p. But if you are on a tight budget, then yes that´s not a bad card.
