Does CPU voltage (high or low ) affect the performance of the computer?

Yes, if you're giving your CPU too much Voltage then it will heat up and throttle, not enough and it won't operate correctly.

All voltage does is make sure the transistors work properly, ensuring that the cpu is stable. Too much will cause more heat and even damage, too little will cause stability issues. It is only useful for overclocking, or getting your cpu to run at the lowest voltage it can at stock to save power and reduce heat.

I don't understand, are you overclocking yes or no? and if the CPU is stock why are adjusting the Voltage? Answer this before we continue.
