On a i5 4690k would  a stable overclock of 4.7GHz on 1.279v at a average temp  of  61 degrees Celsius while under load  be considered good?

yeah that seems pretty good. make sure you test it enough to see if it's really stable tough!

As long as it passes stress tests then yes, if it's unstable then no.

i wouldn't push that chip too far unless you don't care bout longevity. 1.2v is reasonable. downclock 4.7 to 4.5 (its not like 200 mhz is going to make a big diff).

1.279 is perfectly fine.
