An ips 4ms monitor or a 1ms tn monitor, I will use it for gaming and if u can explain what is ms and I know it's milsecond but I don't what is its use

It very likely won't make a difference, does 3 milliseconds really bother you? An IPS panel will look much prettier and you can see it from many angles, compared to TN.

I read it and brightness is an important factor for also I can't spend more than 2500$, u may think that's a lot of money but if u consider other things like monitor, keyboard and mouse it's not
