i want a computer for beamng drive that can run 60fps on high setting what is the cheapest i could go to do this  

CPU: i5 4690k  (overclocked to 4.3ghz)             CPU Cooler: Cryorig h7                 MOBO:  Msi Z97 pc mate             RAM: 8GB HyperX 1600 blue

Beam is kinda a pain..I cant even manage a solid stable 60

What's your budget? Given that it appears to be a physics heavy game you'll probably never get it very stable without a super computer

 

also why this game in particular?

What's your budget? Given that it appears to be a physics heavy game you'll probably never get it very stable without a super computer

because i have it and its a good game but it is the only cpu based game i play my friend has a r9 280and fx6300 and he gets about 30fps on high so would a 380x and a 4460 increase it alot

Dunno, you'll have to find some benchmarks, but an i5 and up is the recommended CPU for it,
