So I purchased some be quiet fans a while back and they were surprisingly louder then my $5 default case fans, I would have refunded them but it would have cost me $10 to send it back so I decided I would use them elsewhere. So I was wondering if there is some type of fan controller I can get to control the 3 pin be quiet fans because they're too loud for my liking and I would like to install them in my PC and put them to use but they're just too loud.

If you have an external drive bay available, there are many options.

Non-PWM be quiet fans?

If you're going to go there, just go all the way and drop 2$ more on the pwm skew xD

Anyway, there are a ton of 5 1/4" drive bay slotted fan controllers out there. A quick browse on pcpp will show you this, http://pcpartpicker.com/parts/fan-controller/#sort=a7&page=1

Also I only have two fan headers on my mobo would I need a splitter

Not with a controller. You plug the fans into that, not your motherboard.

Expansion bay controllers are manually operated. Something like the Grid+ by NZXT is an internal controller that you connect to your motherboard and control with software.

Choice is yours.
