Stuttering in all games, occasionally out of games

I'ts now gone to fucking 100°C with just Google Chrome open. WTF

Re-seat the cooler and reapply thermal paste.

Just built my first PC, and I'm guessing I've gone wrong.

I stutter constantly in games and out of games, and I have a mic which occasionally crackles like HELL for a bit then stops. I got a R9 390 MSI and a i5 4690K, using the stock cooler for now on the CPU (I know it's wank but I got nothing else atm). I've tried unparking cores, re-installing Windows, but no luck.  I would also like to say that I did a 1 hour CPU stress test, and no errors/warnings where found.

Any ideas?

What are the GPU/CPU temps on load ?

Well, this might just be my issue

CPU is 70°C, and the GPU is 40°C (no fans spinning at start up)

Definitely the issue. Try what SIrDuckSallot said and if it doesn't work, buy a cooler asap.
