Have you tried to run it on HDMI or DVI? Have you tried to use another VGA cable?

Did you plug the vga cable in the GPU, rather than in the motherboard?

Does the monitor work? Have you tried using it on another PC?

I have tried the motherboard and the gpu.

Take out the GPU and try running the system using the integrated video card (assuming you have intel)

Where should i put the pci-e/vga Cable?

1. Take out the GPU

2. Plug a HDMI cable into the motherboard

3. Do not plug the pci-e power cable into anything

4. Try running the system

what  does that mean?

it means you contact the GPU manufacturer, explain the issue and they will tell you how to return it to them for a new one.
