Xbox One Cloud Returns?

Through many controversies surrounding the Xbox One since it's release, we all are familiar with the recent "180" turn around the system had on it's Cloud operation. But this new email sent by the Xbox division might say another story as i had recently gotten.

The cloud functionality never went away. The policies in place around the functionality have changed significantly, but the core idea of cloud-powered features has always remained.

Afaik, Cloud never went away. Pretty much all major services have some kind of Cloud component to it.
