I uninstalled steam and reinstalled on my ssd but kept all the games on my HDD, I set the location for downloads to go in J:\Steam and the games are located in J:\Steam\steamapps\common but steam wont locate the games, I went to install csgo just to see what happened and it found csgo but then disregarded it and started downloading a new one

Click...

Steam > Settings > Downloads > Steam Library Location > Add Location

point it to the existing folder and click OK

It should then add all your existing games to the library list.

Click...

I have, the location is set to J:\Steam which is the only one I can set it to, if i set it to steam apps or common then it says it must be a empty folder

Sounds like something has gone wrong then.

Your gonna have to redownload your games.

While testing this, did you try to verify game cache?

Are you sure it's downloading them again rather than discovering them, it's easy to confuse the two.
