Are there sub $20 low profile coolers? They're pretty niche so not many exist in the first place.

Well, the CM 212 EVO, CRYORIG H7 and be quiet! Pure Rock are all solid but are a little outside your price range. The be quiet! Shadow Rock LP is a good low profile cooler. To be honest, a low profile CPU cooler sub-$20 won't be much better or quieter than stock.

Project White Lightning (My ITX Gaming PC): Core i5-4690K | CRYORIG H5 Ultimate | ASUS Maximus VII Impact | HyperX Savage 2x8GB DDR3 | Samsung 850 EVO 250GB | WD Black 1TB | Sapphire RX 480 8GB NITRO+ OC | Phanteks Enthoo EVOLV ITX | Corsair AX760 | LG 29UM67 | CM Storm Quickfire Ultimate | Logitech G502 Proteus Spectrum | HyperX Cloud II | Logitech Z333

Benchmark Results: 3DMark Firestrike: 10,528 | SteamVR VR Ready (avg. quality 7.1) | VRMark 7,004 (VR Ready)

Other systems I've built:

Core i3-6100 | CM Hyper 212 EVO | MSI H110M ECO | Corsair Vengeance LPX 1x8GB DDR4  | ADATA SP550 120GB | Seagate 500GB | EVGA ACX 2.0 GTX 1050 Ti | Fractal Design Core 1500 | Corsair CX450M

Core i5-4590 | Intel Stock Cooler | Gigabyte GA-H97N-WIFI | HyperX Savage 2x4GB DDR3 | Seagate 500GB | Intel Integrated HD Graphics | Fractal Design Arc Mini R2 | be quiet! Pure Power L8 350W

I'm just listing good coolers in that price range. I know they aren't. Point is, there isn't much that will be quieter or better performing than the stock cooler for the low budget of $20.

I guess it does not have to be low profile as long as its not too much taller than the stock one

Why not stick with the stock cooler?

what about this one?

www.newegg.com/Product/Product.aspx?Item=N82E16835200057&cm_re=rosewill_cooler_cpu-_-35-200-057-_-Product

"Fantastically quiet when running (ie you cannot hear the low RPM setting even when you press your ear to the case), low, low profile. Much better than the intel stock coolers for Haswell processors. Easy 20 degC temperature drop under heavy load, nicely effective."

^^ Pretty much: I am running the 4440 on only the stock cooler, never gotten above 65c it's just a very cool CPU.
