I used to have a FX 8350 CPU, then I upgraded it to an i5 4590 but my PC is now significantly slower than before and surprisingly slower compared to much lower end CPUs.

Here is my dxdiag spec sheet:

Operating System: Windows 10 Home 64-bit (10.0, Build 10240) (10240.th1_st1.151104-1714)
System Model: MS-7916
BIOS: Default System BIOS
Processor: Intel® Core i5-4590 CPU @ 3.30GHz (4 CPUs), ~3.3GHz
Memory: 16384MB RAM
Available OS Memory: 15820MB RAM
Page File: 9928MB used, 25890MB available
Windows Dir: C:\WINDOWS
DirectX Version: 11.2

I assume you did a fresh install of windows (I think you might have to when changing the CPU).

No you are not bottlenecking, again assuming you mean general computing from within Windows is what you are noticing as being slow.  This is usually user error, but it can also be related to bad hardware.

Unless the FX 8XXX CPU was overclocked to 5GHz+, the i5 is noticeably faster.

It came with a fresh Windows 10 install yes and my FX CPU was not overclocked but it was still faster compared to now. By slower I mean a lot of things for example: League of Legends used to run at more than 60fps at all times but now it has trouble even reaching 60fps at certain times.

No it was not.  That is what I am saying.  The problem is not the i5 4590.  ;):)

So, how do you know you have a "fresh" install of Win 10 and not an update to Win 10?

It would be helpful to have some tangible data.
Are you getting high temperatures? High cpu / memory usage on the desktop?
Also what kind of GPU are you using?

Gaming PCs:
Intel i7 4790k, EVGA GTX 980ti, NZXT H440
Intel i5 7600k, Asus GTX 970 DC Mini, Silverstone SG13B
HTPC: AMD Phenom II X6 1045t, EVGA GTX 770 FTW, Fractal Node 604

Ah yes, I forgot to include the GPU and it might be the bottleneck. It is an AMD Radeon HD 5870 1GB. CPU usage is normal.

I mean, it's an older card. Doesn't really explain the slow desktop performance though.
What kind of storage are you using?

I suspect it is the drive as well.  If you had properly formatted the drive you are using for the OS, I would not think it is the drive... but you have who knows what crap littering that drive so, you know, it is anyone's guess as to what is causing your issues.

You can try a defrag of the drive.... I mean, you have a recovery partition on it.  What is that?

Maybe it's time to start thinking about an SSD?

Yeah... I should get an SSD

I'll try properly formatting my OS drive later. Also, I have no idea why I have a recovery partition. How do I remove it?

It is easy to remove, but I am resisting the urge to recommend it.  IDK how that drive is setup and for what reason.  You have 6 partitions... you have to know what they are.  I will not guess.

Do I have to format all the partitions of the drive or only the partition with the OS installed?
