I'd vote water cooled.

The powercolor 390x is pretty good when it comes to quality of components and cooling obviously and it is actually cheaper than other only air cooled 390xs. Only reason not to get it is if it does not match your build theme or something.

I can only assume you are referring to the Powercolor 390x Devil watercooled.

It seems the temperatures are really nice on the card, and you could feasibly get a custom BIOS and do some serious overclocking unless you lost miserably at the silicon lottery.

 

There are three Sapphire 390x, and i cannot be bothered to find information about any of them. Ultimately you have provided bare bone information.
