Check with CPU-Z. Sometimes Windows gets the CPU speed messed up. Mine shows my CPU is running at 3.75GHz when in fact it as at 4.5GHz. If CPU-Z also shows the same reading it is teh correct one and your CPU is simply downclocking to reserve power.

Tried CPU-Z and it looks much better. 4699.7 MHz

Then you have nothing to worry about, just Windows is acting up, as always.
