Need help!

My father needs an upgrade right now he has Pentium 4 2ghz  1.5gb ram and APG 64mb video card ..... 

 

The Pc will be used only for browsing and watching YouTube videos it needs to have hdmi output and most important Silent. 

There is no buget but to be as low as possible. Peripherals are not needed.
