So, it's been a while since I've built a computer, and just got these to start a new one after 4ish years of using a laptop. Anyways, I've had trouble with the case fans not turning on after plugging them into the motherboard. The fans on the gpu are also not turning on. Instead they are sort of just jerk around for a few seconds, stop, then jerk around again. My CPU cooler seems to be running fine on the area it is plugged into, and the case fans also run when plugged into where the CPU fan is plugged. Is there any way to fix this? Also, my monitor seems to not be picking up the computer, although I suspect thats related to the reason of why the fans aren't working on some parts of the motherboard.

I find it interesting that you managed to fit a 1150 socket cpu in a 1151 socket motherboard

So the motherboard came with this thing to place the cpu into, which I guess kept it safe. Im guessing I just have to get a new cpu then?

Yes, or another mobo. I recommend whatever's cheaper since this i5 will last you a long time as well.
