The quoted speeds on the CPU will be for the default speeds. Enabling XMP can allow you to run the RAM at higher speeds. 

 

You can run 2800MHz RAM at 2133MHz, though, and there really won't be much of a performance difference in most situations.

A board that can only support up to 2133MHz RAM is a MOBO that takes only DDR3, not DDR4.

Will there be a difference in running ddr4 2800 mhz in a mobo and processor that can only withstand 2133 mhz of ddr4 too

According to Linus in an old Techquickie video (I think) he said that there wasn't much of a difference between DDR3 and DDR4 RAM. There's a couple of performance increases, but not much.

Nah what about the h170m pro vdh from msi? Or the b150m night elf from msi? Are they capable of running 2800 mhz ddr4 ram?
